NSW:Cyclist left elderly woman lying by road
By Genevieve Gannon
SYDNEY, Dec 1 AAP - A cyclist shoved the elderly mother of former Rugby League player
Joe Thomas during an argument and left her lying by the side of the road, a NSW court
has been told.
One witness says the rider told him "that bitch got in my way" after the altercation.
Daniel Paul Wood, 30, of Mascot, faced a committal hearing in Sydney's Central Court on Thursday.
Wood allegedly pushed Mary Touma, 71, in May last year, causing her to hit her head
on a brick wall and later die.
The initial charge of murder was reduced to manslaughter after magistrate Julie Huber
accepted crown prosecutor Peter Stanhope's submission that Wood had engaged in a dangerous
and unlawful act, but he should not be charged with murder.
Witness Con Missikos told Ms Huber he saw one person push another to the ground from
his brother's second-storey balcony on Gardiners Road.
By the time he got downstairs to investigate, the person was "skipping away", he told the court.
Under cross-examination by defence lawyer Richard Jankowski, Mr Missikos admitted he
hadn't actually seen the cyclist make contact with the woman.
The crown alleges Wood had been riding along Gardiners Road, Eastlakes, on May 21,
2010, when he got into a heated argument with Mrs Touma, got off his bike and pushed her.
Muhammad Muzammil, who was on his ground floor unit balcony, said his attention was
drawn to the street by aggressive noises "like somebody wants to fight" and a "bad noise
like somebody hitting the ground very hard".
Mr Muzammil said his view was partially obscured by plants and he did not see the incident occur.
He told the court he asked the man involved what had happened, to which the man replied:
"That bitch got in my way."
The hearing will continue on Friday.

Ku6 Media Still Faces Profitability Dilemma After CEO Resign
BEIJING, Mar 16, 2011 (SinoCast Daily Business Beat via COMTEX) -- Ku6 Media Co., Ltd. (Nasdaq: KUTV) Founder and CEO Li Shanyou resigned last week. The reason provided by Shanda Interactive Entertainment Ltd. (Nasdaq: SNDA) officially for the resignation is personal choice.
Rampant talks say that the resignation of Li results from his diverged opinions with Shanda Board Chairman Chen Tianqiao over the development strategy of Ku6 Media.
Although both sides have denied the saying, the loss making status quo and dim future of the company reflects the crisis faced by the Chinese online video market under the pressure of profitability.
After Ku6 Media merged with Hurray! Holding Co., Ltd. (Nasdaq: HRAY) under the aegis of Shanda in 2009, Li tried to increase investment in the company and boost its ranking in the Chinese online video market. His aim is to build Ku6 Media into an influential brand that could compete with Youku.com Inc. (NYSE: YOKU) and Shanghai Tudou Network Technology Co., Ltd.
When receiving interviews, Li reiterates the purchase of copyrighted contents, saying that Ku6 Media has different focus with its archrivals. Since the company is still behind Youku.com and Tudou in terms of market share, he hopes that it could leap forward through monopolizing the broadcasting of domestic popular TV operas.
However, Ku6 Media has not caught up with its archrivals as expected by Li. In 2010, the company recorded operating revenues of USD 16.6 million, far less than USD 58.7 million of Youku.com. Ku6 Media has failed to carry out Li's development strategy.
Although Ku6 Media has not fulfilled its target in terms of performance, its employees are still surprised at the resignation of Li. Although reiterating the advantage of Ku6 Media in copyrighted TV operas, Li has not neglected the media orientation of the company.
At the end of May 2010, at a small meeting, Li expressed his intention to build Ku6 Media into the largest online video media company in China, aiming to catch up with portals like SINA Corporation (Nasdaq: SINA) and Sohu.com Inc. (Nasdaq: SOHU).
However, although spending much money in buying the broadcasting right of 2010 FIFA World Cup in South Africa and Guangzhou Asian Games, Ku6 Media's operating revenues were still small in the same periods.
After Ku6 Media announced the resignation of Li, Chen Tianqiao visited the company's headquarters in Beijing this Monday and held a meeting attended by its top management. At the meeting, besides denying disagreement with Li, Chen proposed new development strategy for the company to follow the pace of US peer YouTube.

FED:Gillard vows to solve Murray woes
By Paul Osborne, AAP Senior Political Writer
CANBERRA, Dec 7 AAP - Prime Minister Julia Gillard has vowed to push ahead with a plan
for the Murray-Darling Basin, despite the shock resignation of basin authority boss Michael
Taylor.
Mr Taylor has announced he will leave his post at the end of January 2011, saying the
Murray-Darling Basin Authority was neither empowered nor equipped to undertake the task
of designing a plan to sustain the river system.
"A successful plan would require both the commonwealth and states to work together,"
he said in his letter of resignation to Water Minister Tony Burke on Tuesday.
Ms Gillard said a replacement authority head would be appointed and the basin reform
program would stay on track.
"We've got one chance to get water reform right," she told reporters in Canberra.
"The government will do what is necessary to implement the Murray-Darling Basin plan."
The government and the authority have been at odds over the meaning of the Water Act
- legislation brought in by the Howard government to save the ailing river system.
Mr Taylor argued, and repeated in his resignation media release, that the final plan
"cannot compromise the minimum level of water required to restore the system's environment
on social or economic grounds".
But the prime minister is adamant that the final plan should balance all three impacts
- environmental, social and economic.
Opposition Murray-Darling spokesman Simon Birmingham said it was a serious blow to
the reforms, just as consultation on the draft guide to the river plan was being finalised.
"Mr Taylor states very clearly that the work required by other parts of government
to deliver the basin plan is not progressing and highlights the risks of further delays
that will only add to the uncertainty in regional communities," Senator Birmingham said
in a statement.
"This resignation leaves a crisis in the leadership of basin reform, a crisis in the
interpretation of the Water Act and a crisis over the implementation of the basin plan."
Senator Birmingham said the minister, who the opposition has criticised for not attending
MDBA consultation meetings, now needed to take responsibility for the reform process.
Ms Gillard said her three aims were to "ensure that we have a healthy river, we've
got food production and we've got viable regional communities".
The commonwealth would continue to buy water from willing sellers.
Ms Gillard said she had confidence in the legal advice she had received on the basin
reform plan, and the government's interpretation of the Water Act.
She thanked Mr Taylor for the persistence and openness he showed by attending meetings
with regional Australians who were often angry, distressed or confused about the basin's
future.
The authority has recommended returning 3000 to 4000 gigalitres of water to the river
system each year, but environmental experts say more is needed.
A separate parliamentary inquiry, chaired by independent Tony Windsor, into the issue
has received about 100 submissions to date.
Mr Windsor told the ABC recently the final plan would come down to a number-crunching exercise.
"Everyone is arguing whether it's social or environmental or economic - it's actually
an accountancy issue and the starting point, rightly or wrongly, is 3000 gigalitres,"
Mr Windsor said.

Fed: "All's well that ends well": Xenophon
By Cathy Alexander
CANBERRA, Feb 13 AAP - Independent senator Nick Xenophon has turned to literature to
express his feelings about the passing of the $42 billion economic stimulus package.
"Shakespeare said: `All's well that ends well'. That's how I think you can summarise
this," he told reporters.
Senator Xenophon had used his crucial balance-of-power vote to block the package, but
relented on Friday after securing extra funding for the Murray-Darling Basin.
"This is overall a good result. This is a big step for the river, for the entire Murray-Darling
Basin," he said.
"I think we've done pretty well."
Senator Xenophon's kingmaker role has echoes of former Tasmanian senator Brian Harradine.
"I've got less wrinkles and less grey hair than Brian Harradine but I'm sure that'll
change in the next few months," Senator Xenophon said.
He indicated he could use his vote in the future to secure changes to legislation,
vowing to be "pesky ... and a proverbial pain" over the Murray Darling.
Senator Xenophon revealed he got three hours sleep last night as he and the government
worked on a compromise.
He spoke with Prime Minister Kevin Rudd after a deal was struck.
"It was quite a cordial conversation. I'm sure he said thanks. I think we were both
thankful and relieved that the process was over," he said.
Senator Xenophon was confident the government would stick with its new promises on
water funding, saying the deal was in writing.
He noted it was unusual for it to take a massive economic stimulus package to secure
changes to stormwater harvesting funding, which he had been advocating for some time.
"I think you all know that politics and commonsense don't always intersect, and sometimes
you have to give it a bit of a nudge along."

Fed: Former policeman fights to stop trafficking
By Erin McWhirter, TV Writer
SYDNEY, Aug 25 AAP - A harrowing new television documentary exposes the evil of trafficking
children for prostitution and a life of slavery in Australia.
Screening on SBS next week, Trafficked follows former federal police officer Chris
Payne as he investigates and campaigns against a monstrous crime.
But despite the heartbreak and despair, he remains steadfastly optimistic.
"We need to do something because I think in Australia we can get rid of the trafficking,"
says Payne.
"It's a lot harder for the Thai people or Cambodians to do it, but I think we can ...
the bottom line of it is that it's slavery."
Payne, who headed Paper Tiger, a special operation aimed at combating sex trafficking
in the mid-1990s, left the police force in 1997 to start his own private investigation
company.
But for a decade, he continued to be haunted by the deportation of a 13-year-old Thai
girl called Ning after she was found in a Sydney brothel.
Looking for answers and resolution, Payne travelled to Thailand with a camera crew,
to hopefully track her down and discover how she first managed to get to Australia.
After nearly two weeks searching, Payne and director director Luigi Acquisto find her,
married with a child.
She was indeed alive, but far from okay.
The physical and mental wounds were all too evident - rotting teeth from drug abuse
and scars from several suicide attempts.
"If I think about the past I feel bad about myself," says a tearful Ning in the documentary.
Her father confesses that he had sent Ning away after losing his job.
He was promised $16,000 if she found work overseas as a maid or nanny, not a sex worker.
Once back in Thailand, stripped of her innocence, Ning continued prostituting herself
and soon turned to drugs.
"I was worried and depressed," she says.
"My friends gave me drugs and made me forget. I was homeless."
Still angry and resentful, Ning says her only comfort is her family and the fact that
those who sent her to Australia are now behind bars in Thailand.
"They lied for money and left me to suffer over there (in Australia)," she said.
"Serves them right, they are in prison now."
The trafficking of women and children for prostitution is a global problem.
The United Nations estimates that more than one million children worldwide are forced
into sexual slavery each year.
Acquisto and Payne also visit the parents of Phuongtong (Noi) Simpalee, a Thai sex
slave whose death in 2001 in Sydney's Villawood detention centre made headlines.
Her parents insist they didn't sell their daughter to traffickers, they thought she
was working with friends in an Australian restaurant.
"We didn't want this story perceived as being an Asian problem that sometimes comes
to Australia," Acquisto said.
"Chris is such a central part of the story, it grounds it as an Australian story and
Australia's problem.
"Lots of woman and children from Asia and Europe end-up in Australia being enslaved
in brothels. This slavery has to stop."

Fed: Costello already raiding Future Fund, says Swan
AAP General News (Australia)

Fed: Costello already raiding Future Fund, says Swan
CANBERRA, Aug 17 AAP - The government's $3 billion rural upgrade package to allow the
final sale of Telstra is financially irresponsible and a sell-out of the bush, Labor claims.
Opposition treasury spokesman Wayne Swan said Treasurer Peter Costello's comments on
the package showed he was more interested in the politics of selling Telstra than the
national interest.
Mr Costello forecast an early resolution to the Telstra sale dilemma after outspoken
Nationals senator Barnaby Joyce signalled his support for cabinet's plan for rural telecommunications
investment.
The plan includes $1 billion to improve broadband internet services and a $2 billion
trust fund for future upgrades.
But Mr Swan said the package would raid another fund, the Future Fund, which the Treasurer
had earlier said would not be touched.
"This morning we see that Peter Costello has gone soft on financial discipline," Mr
Swan told reporters.
"His Future Fund has been raided to the tune of $3 billion and, over the life of the
fund, this will cost $6 billion.
"Peter Costello is more interested in his own job than he is in the national interest.
"He's focusing on John Howard's job. He's not protecting the national interest, he's
not providing financial discipline, he is just supporting a National party slush fund.
"He's not out there protecting the budget."
Mr Swan said there were no guarantees that telecommunications in rural areas would be improved.
"There are no guarantees that services in rural or regional Australia will benefit
and no guarantees for the rest of the country," he said.
"That's why I say the national interest has been sold out in the political interest
of a section of the government."

Broadband industry converges at 'TIA 2011: inside the network'.(EVENT REVIEW)(Conference notes)
Participants at the Telecommunications Industry Association's inaugural annual member and industry conference and exhibition--TIA 2011: Inside the Network--met recently in Dallas, gaining perspective about the future of the broadband network from key industry leaders, and participating in business, technology, and policy activities and discussions.
TIA 2011 focused on the value of the network ecosystem, the infrastructure, and the intelligence that goes into the quality of service, reliability, sustainability, and security of "The Network."
In the opening keynote on May 18, AT&T CEO Randall Stephenson spoke to a standingroom-only crowd about the need for additional spectrum as the number one priority to meet demand and encourage and promote innovation. He predicted a chaotic growth period over the next five years as the network evolves to meet soaring demand, and foresaw a 10-to-15 year investment cycle, tax and regulatory climate permitting.
During the opening keynote on May 19, Verizon executive vice president and chief technology officer Anthony J. Melone recognized that lines between fixed and mobile networks are now blurred to the point that there really is only "one network" that needs to work seamlessly to meet demands for mobility anywhere, anytime on any device.
He also spoke about the need to embrace an open culture for developing new applications and devices and technology standards that would break uncharted ground.
At Thursday's VIP and Spring Policy Summit Dinner, FCC chairman Julius Genachowski emphasized the impact of the "spectrum crunch" on America's broadband future: "Every day we delay freeing up new spectrum is a day with real costs to consumers, our economy, our global competitiveness, and our future," he said.
Genachowski strongly urged continued investment in infrastructure, saying: "We also need to tend vigilantly to our fixed broadband infrastructure. ... Even mobile communications travel overwhelmingly by wire, including fiber," adding that "wireline networks also offer higher speeds for breakthrough innovations."
In a keynote address, Robert Vrij, executive vice president, Alcatel-Lucent, president of the Americas region, spoke about the opportunities for the broadband industry, saying: "Regardless of your network type--fixed, wireless, converged--today, everyone has an opportunity to participate in a growing market that is being fueled by growing end user demand for high value services, the emergence of the Cloud as an enabler for new business models and the willingness of the industry to embrace an ecosystem approach toward driving continued innovation like never before."
TIA president Grant Seiffert told attendees, "We know that innovation and investment in infrastructure will remain the keys to our further success in the network. The demands on mobility--and mobile backhaul--cannot be solved without a continued focus on the backbone."
TIA also held its 12th annual Spring Policy Summit in conjunction with TIA 2011 in Dallas.
Keynote Speakers at the Spring Policy Summit included U.S. Congressman Marsha Blackburn (Tenn.), FCC Commissioner Robert McDowell and Deputy Undersecretary for International Trade Michelle O'Neill, Assistant Secretary for Infrastructure Protection at the U.S. Department of Homeland Security Todd Keil, Sen. Kay Bailey Hutchison (Texas) and AT&T President, Supply Chain & Fleet Operations, Tim Harden.
Sen. Hutchison emphasized the need for Congress to pass legislation to incentivize investment in American technology.
Rep. Blackburn called for a series of tech Stakeholder roundtables to develop a self-regulatory structure that protects online consumer privacy while allowing Internet-based companies to innovate and grow.
The TIA 2011: Inside the Network event featured well-attended educational sessions covering Converged Networks; Smart Grid; Machine to Machine (M2M); loud Computing; Mobile Backhaul, Video and Data; Sustainable Networks; Regulatory Issues; Security and more.
Several TIA technology and engineering groups held meetings at TIA 2011, including the Smart Device Communications Committee (TR-50); the User Premises Telecommunications Requirements Committee (TR-41); and the M2M Standardization Task Force (MSTF), a global group hosted by TIA 2011.
More than 2,200 verified attendees visited TIA 2011: Inside the Network. Media coverage of TIA 2011: Inside the Network can be found at tiaonline.org.
Leaders in the industry expressed their support for the event through sponsorships, presentations and presence on the Exhibit Floor, including Host Sponsor Alcatel-Lucent; educational track sponsors Nokia Siemens Networks (Converged Networks track); Walker and Associates (Mobile Backhaul track); and ILS Technology (M2M Track and Pavilion), Adtran, GENBAND, Ericsson, Fujitsu, Juniper Networks, Panasonic, and RIM.
The event was also sponsored by numerous industry organizations, including BICSI; CEA; Connected Nation; CSE; JSI Capital Advisors; MEF; Metroplex Technology Business Council, Moss Adams; NRECA; NRTC; NTCA; Omni; OPASTCO; QuEST Forum; Telecom Council of Silicon Valley; TDG; Yankee Group; Wi-Fi Alliance; WTA; ZPryme; 4G World.
Media supporters included, Penton/ Connected Planet (Show Daily); Telecom TV (Digital Marketplace); RCR Wireless (Mobile Broadband Revolution workshops); Channel Partners; Fierce Telecom; HD Voice News; Inside Networks; Light Reading; Lightwave; OSP; SearchTelecom; TelecomReview; Transmission & Distribution, and VanillaPlus.

Research from Pennsylvania State University in Information Technology Provides New Insights.
"This paper aims to define and articulate the concept of digital protestainment, to address how technologies have enabled boundaries to become more permeable, and in which this permeability leads to the engendering of new cultures. Design/methodology/approach - Two case studies, within Second Life and EVE Online, are examined to see how digital protestainment, through the lens of cultural borderlands, creates a hybridized culture," researchers in University Park, United States report.
"Recorded interviews and textual analysis of web sites are used to illustrate the concepts of play, work, and blended activities. Within virtual environments the process of hybridization is not only increased in size, scope, form, and function. The borderlands process draws in cultural elements through a complex interchange between the online and the offline, in which hybridized cultural bits are carried out into other spaces. Research limitations/implications - The success of the cases does not represent all digital protest examples and so this study is limited in its ability to generalize to the population of virtual protests. This study limits the realm of digital protestainment to virtual worlds but the concept could be applied to any form of virtual community. Practical implications - Companies that host these worlds will need to become aware not only of what their audience is but also how that audience will mobilize and the likely outcomes of their mobilization. Virtual worlds offer organizational leaders a new resource for training, support, and recruitment," wrote B. Blodgett and colleagues, Pennsylvania State University.
The researchers concluded: "Originality/value - The theoretical concept of cultural borderlands is expanded to the digital environment and introduced as a potentially new and useful tool to internet researchers."
Blodgett and colleagues published their study in Information Technology & People (Do avatars dream of electronic picket lines? The blurring of work and play in virtual environments Information Technology & People, 2011;24(1):26-45).

INTERNET PHONE CALLS.
WASHINGTON -- The following information was released by the Pew Research Center:
Lee Rainie, Director, Pew Internet and American Life Project
May 31, 2011
After years of modest activity, online phone calling has taken off as a quarter of American adult internet users (24%) have placed phone calls online. That amounts to 19% of all American adults.
On any given day 5% of internet users are going online to place phone calls.
Both figures are marked increases from previous readings in surveys by the Pew Research Center's Internet and American Life Project. Using different question wording, the Project found in February 2007 that 8% of internet users (6% of all adults) had placed calls online and 2% of internet users were making calls on any given day. At various points during the 2000s we asked similar questions and found that at most about a tenth of internet users had ever used the internet to place calls and the daily figure never rose above 1% of internet users.
This was the first time that Pew Internet had asked the question using this wording: "Please tell me if you ever use the internet to make a phone call online, using a service such as Skype or Vonage?/ Did you happen to do this yesterday, or not?" This was the first time that we asked the question and specifically referred to Skype, the popular global service that was recently purchased by Microsoft for $8.5 billion.
That changed wording might account for some of the increase, but there is little doubt that the popularity of online phone calling has picked up over time for several reasons: It is free or cheaper than other types of phone calling; it is enabled on many handheld devices like smartphones and tablet computers; more and more meetings and classroom activities exploit online phone connections along with video capabilities; and more families and friends are building online calls into their communications streams.
It is interesting to note that the percentage of American internet users who have placed phone calls online is now about the same as the percent who were aware in 2004 that it was possible to use the internet for phone calling. Pew Internet did a survey in February 2004 asking about the incidence level of online phone calling, which then stood at 11% of internet users. The 2004 survey also asked how many internet users were aware of the concept of Voice over Internet Protocols (VoIP) and found that 27% of internet users were aware of it.
The rise of video calling, especially on smart phones, is also part of the story. In the current survey, we found that 7% of cell phone owners had participated in video calls or online chats with their handheld device.
The newest findings come from national survey findings from a poll conducted on landline and cell phones between April 26 and May 22, 2011, among 2,277 adults (ages 18 and older). The online phone calling question was asked of 846 of them. The margin of error among the internet users is +/- 3.7 percentage points.
The table below gives a demographic portrait of those who are using the internet for phone calling. There are notable differences tied to socio-economic factors: Internet users with higher levels of education and household income are more likely to use the internet for phone calls than others.
Similarly, internet users who live in urban and suburban areas are more likely than rural residents to use the internet this way. There are also modest differences tied to age: Younger internet users are more likely to place online calls than older users.

Mixpo Honored at the 2011 Pollie Awards.
Mixpo, a dynamic video advertising provider, was honored by the American Association of Political Consultants (AAPC) at the 20th Annual Pollie Awards Banquet in Washington, DC. Mixpo received the Silver Pollie Award in the Internet-Initiative, Online Advertising Campaign category for its work on the Defeat 1098 initiative and Honorable Mention in the Internet Candidate-Online Advertising category for the Ron Johnson Wisconsin U.S. Senate campaign.
"We are very proud of our achievements at the 2011 Pollie Awards on behalf of the Defeat 1098 and Ron Johnson Wisconsin U.S. Senate campaigns," said Anupam Gupta, President & CEO of Mixpo. "Being recognized by industry leaders for our innovative technology and successful executions underscores the incredible opportunity to leverage dynamic video advertising effectively when extending political campaigns online."
Engage partnered with Mixpo to launch a dynamic video advertising program that extended existing TV spots online for the Defeat 1098 initiative, which fought against efforts to establish Washington's first-ever state income tax. Using interactive, in-banner video advertising, the Mixpo campaign for Defeat 1098 targeted various political and contextual sites in Washington, and developed unique ads that were tested based on performance. The dynamic video ads successfully engaged voters, who were exposed to 820 hours of anti-initiative messaging through nearly 200,000 video views, and the campaign to Defeat 1098 was a success.
"Leveraging Mixpo's innovative dynamic video ads enabled us to share compelling information with our online audience and drive the highest level of engagement throughout the Defeat 1098 campaign," said Mindy Finn, Partner at Engage. "We are thrilled that Mixpo has been honored for their collaboration and hard work that led to an immensely successful program for Defeat 1098."
For Ron Johnson's 2010 Wisconsin Senate election race, Grassroots Targeting and Mixpo worked to create in-banner video ads that targeted specific demographics including men, women, conservatives and those located in rural areas. Going beyond traditional channels for political campaigns, Mixpo helped provide consistent messaging to audiences and raise awareness for the Ron Johnson Wisconsin U.S. Senate campaign.
"By partnering with Mixpo, we were able to reinforce Ron Johnson's message by employing microtargeting online in dynamic video ads to connect with unique and electorally critical audiences who may not have been reached through traditional means. We are happy to see that they have been recognized for their forward-looking approach to online political advertising," said Blaise Hazelwood, President, Grassroots Targeting.

Greed and graft drive deals; Emergency Management Services paid twice the going rate for new laptops for managers.(News)
BYLINE: Thabiso Thakali
The Joburg Emergency Management Services paid twice the going price for new generation laptop computers for its managers from a now defunct information technology firm, Masana Technologies, the Saturday Star can |reveal.
According to internal documents which the Saturday Star has seen, EMS ordered six Defcon Latitude XT Tablet laptops from Masana Technologies at the highly inflated price of R38 103.38 each, totalling a net value of R228 620.28.
Masana Technologies was once tasked with putting Operation Phakama - an information technology system controlling revenue and billing - in place to improve Joburg's billing service.
The company was also in charge of a failed multimillion-rand internet provision to libraries project, in which more than R5.6 million had been paid to the company when it folded.
It was placed under liquidation a year ago after it claimed the City of Joburg owed it R90m in unpaid debts.
In total, the company was paid R265 636.33 net value for supplying EMS with the six laptops, including their locks, laptop bags, memory keys and scroll mouse.
Masana was one of the vendors listed in the EMS supply chain management database as a supplier of goods and services.
The Saturday Star was able to get quotations of comparable new generation laptops for almost half the price this week from various retailers.
In one instance a multinational retailer selling computers and IT software quoted R19 220 a unit for the exact item.
And a sales executive at another retailer told the Saturday Star six units of the Latitude XT tablet could be sold at a cost of R144 900.
Highly placed sources in the city told the Saturday Star this week that the huge price differences highlighted the failure by EMS management to keep check on the budget.
"The EMS is in shambles when it comes to supply chain management processes," said one source. "It's a free-for-all situation where looting takes place unchecked. There is no accountability, and rules regulating procurement procedures are constantly flouted."
In another damaging revelation painting a murky picture of procurement processes in the EMS, Joburg city manager Mavela Dlamini wrote a scathing letter to EMS head Audrey Gule warning about continued contravention of procurement procedures.
The warning came after several payments made to a consultancy firm, Mpongele Consultancy, were deemed to be in contravention of the city's supply chain management policy.
Mpongele has a consultant, whose name is known to the Saturday Star, working for EMS as head of commercial training at a cost of almost R30 000 a month. The position is regarded as temporary, although the consultant has occupied it for almost two years. The policy on temporary positions, however, states that the maximum acting period as six months.
Mpongele's contract with EMS was recently extended by six months and further payments for April, May and June raised the ire of the city manager after they were allegedly authorised without following due process.
Remote Managed Services Offer EMEA SMBs a Cost Effective Means to Manage ICT in a Tough Economy.
Spending on Remote Managed ICT Services by EMEA SMBs Expected to Triple by 2013, says AMI
LONDON -- Remote managed ICT services have emerged as a bright spot in this tough economy as EMEA small and medium businesses (SMBs, companies with 999 employees or less) struggle to manage their growing ICT needs while keeping costs low. Annual spending on remote managed IT services by EMEA SMBs is expected to triple in the next five years, representing a compounded annual growth rate of 24%, according to a new report just published by AMI-Partners.
"Though EMEA SMBs have been increasing their use and dependence on ICT, the majority of them operate with very limited financial & internal IT resources," according to Hugh Gibbs, EMEA VP of Research and Consulting at AMI. "Difficult economic conditions over the last 12 months in all European markets have exacerbated a trend that has been gaining strength over the last few years. The managed services proposition which outsources management of ICT assets to a 3rd party (and offers proactive and guaranteed service levels for a fixed monthly outlay) is now resonating with large numbers of SMBs in EMEA."
While EMEA SMBs have been using managed services in select areas for some time (e.g. managed web hosting), they are now broadening their managed services usage to cover other types of ICT assets including PCs, servers, storage, security, applications, communications and networking.
As a result, the managed services industry is undergoing rapid change. Local channel partners, who provide most of the external ICT support to EMEA SMBs, have been transforming their business models to include remote services, which allow them to serve more customers with fewer resources.
"Channel partners who have transitioned to the remote service model have higher revenues per employee and are also growing faster than those who have not made the change," says Melissa Chong, Senior Analyst at AMI and chief architect of the study. Chong adds that using remote management software allows service providers to deliver better service by monitoring their customers' ICT assets on a 24/7 basis.
Many of the partners have been enabled in their transition by the availability of remote management software being available to them via the SaaS model, reducing the barriers to entry. These lower barriers have also led to the creation of a new breed of startups: the pure-play managed service providers (MSPs) whose business model is primarily delivering remote management services.
In addition, several new types of providers have been entering the market--ranging from traditional incumbent telecom service providers, IT vendors and distributors to retailers and online resellers. "The growth of the managed services industry will dramatically change how EMEA SMBs spend their [euro]49 billion on all types of IT services; every provider would like a greater piece of that pie," said Gibbs.
While some of these new providers are serving SMBs directly, others are enabling their local channel partners to deliver managed services, capitalizing on the strong relationship already existing between the channel partners and their EMEA SMB customers.

J.D. Power and Associates Reports: iPhone Manufacturer Apple Ranks Highest in Business Wireless Smartphone Customer Satisfaction.
One-Fourth of Business Smartphone Users Report Experiencing a Software-Related Issue with Their Current Device
WESTLAKE VILLAGE, Calif., Nov. 6 /PRNewswire/ -- iPhone manufacturer Apple ranks highest in overall customer satisfaction among business wireless smartphone users, according to the J.D. Power and Associates 2008 Business Wireless Smartphone Customer Satisfaction Study(SM) released today.
(Logo: http://www.newscom.com/cgi-bin/prnh/20050527/LAF028LOGO-a)
The study, now in its second year, measures business customer satisfaction with wireless smartphones -- defined as mobile phones offering advanced capabilities and personal computer-like functionality -- such as a BlackBerry or Treo. Overall satisfaction is measured across five key factors. In order of importance, they are: ease of operation (27%); operating system (24%); physical design (21%); handset features (18%); and battery aspects (10%).
Apple ranks highest in overall smartphone customer satisfaction with a score of 778 on a 1,000-point scale, performing particularly well in the ease of operation, physical design and handset feature factors. BlackBerry manufacturer RIM (703) and Samsung (701) follow Apple in the rankings.
"With the introduction of the iPhone in 2007, Apple has clearly differentiated itself from the competition in areas that are most important to business smartphone users," said Kirk Parsons, senior director of wireless services for J.D. Power and Associates. "By making basic applications and features easy to use and providing functionality in a thin, lightweight device, Apple has performed well in exceeding customer expectations."
The study finds that one-fourth of users report experiencing at least one software-related issue or problem with their current smartphone device. The software-related issues reported most often include the need to reboot the phone, application malfunction/freeze and issues related to touch screen malfunction. Among those owners who have experienced a software problem, 44 percent report having to reboot their device at least once on a weekly basis during the past 12 months, while 34 percent report experiencing either an application malfunction or application freeze at least once per week.
"Given that smartphones are actual mini-computers, it's not unexpected that users experience software-related issues," said Parsons. "However, with the increasing number of features and applications that can be used on these devices, both the devices and software platforms will need to be more reliable if market penetration of smartphones is to increase over time. It's critical for manufacturers to offer a complete package of functionality that is easy to use and has minimal operation malfunctions."
The study also finds the following key smartphone business wireless usage patterns:
-- Sixty-nine percent of business smartphone users own a hands-free headset, and 74 percent of those owners use a wireless headset device. Motorola owners report a higher incidence of using wireless headsets (86%), while only 60 percent of Apple iPhone owners report using a wireless headset device.
-- Among smartphone users, 37 percent would like GPS (global positioning system) capabilities on their device, 25 percent would like Wi-Fi capabilities, 23 percent want touch screen and 15 percent would like to have voice recognition command for automatic dialing.
-- The average reported purchase price of a smartphone device is $216, compared with an average reported purchase price of $261 in 2007. Apple owners report the highest average purchase price at $337, while Motorola owners report the lowest device pricing at $169.
-- The top five reasons given for choosing a smartphone brand are: Internet capability (45%), ability to use e-mail account (41%), overall design/style (39%), Bluetooth capabilities (37%) and keyboard style (e.g., QWERTY) (37%).
-- Thirty-four percent of smartphone owners say they download third-party software. Popular software downloads among business users include games (49%), business applications such as Microsoft Word and Excel (43%) and travel-related programs (36%).
The 2008 Business Wireless Smartphone Customer Satisfaction Study is based on responses from 1,388 business wireless customers who currently own a smartphone device. The study was fielded between August and September 2008.

The Pay-Per-View Prize.(revenue punch, pay-per-view event category provided to the cable industry )
By R. Thomas Umstead, Programming Editor
With Christmas still several weeks away, it's probably too early to take a nostalgic look back at 2007. Even so, it's hard to ignore the big revenue punch the pay-per-view event category provided to the cable industry during the year.
In a year when HDTV, Internet-protocol telephony and broadband technologies dominated the headlines, the old, creaky PPV-event category is on pace to enjoy its most lucrative and high-profile year ever.
As usual, the three-headed ring-sports monster of boxing, wrestling and mixed martial arts led the way.
It's too early to project total PPV-event revenue for the year, but bet safely that when all 2007 receipts are calculated, the revenue tally could approach a record $550 million to $600 million, according to several PPV event executives.
Home Box Office's pay-per-view arm alone has already generated more than one-third of that revenue total in route to its best PPV-boxing year ever.
Even before operators have a chance to count the buys for this Saturday's (Dec. 8) bout between 'Pretty Boy' Floyd Mayweather and undefeated champion Ricky Hatton, HBO will have generated more than $200 million in boxing revenue from its eight boxing events thus far, according to the company.
That includes the industry-record $134 million generated from HBO's high-profile May 5 fight during the National Show in Las Vegas. (Not the one involving the network's former boss, mind you.)
That Oscar De la Hoya-Mayweather bout defiantly answered boxing critics who said the sport was a relic of the glorious 1980s and 1990s, an era when names like former heavyweight champions Mike Tyson and Evander Holyfield seemingly drew 1 million PPV buys - and more than $50 million every time they stepped into the ring.
Vince McMahon and World Wrestling Entertainment continued to consistently deliver revenue to the category through monthly PPV event extravaganzas. The outfit has already generated $160 million in PPV revenue worldwide (more than 80% of it generated via U.S. PPV) through nine months of 2007, with three PPV events left before year's end, according to WWE executives.
The mixed-martial-arts genre, led by the Ultimate Fighting Championship, has sustained a remarkable PPV run.
Although the UFC stubbornly refuses to release revenue figures, Sports Illustrated reported earlier this year the company generated nearly $220 million in PPV revenue in 2006. While it is unclear whether the UFC will match that level this year, it certainly won't be too far off.
The pay-per-view category's explosive year can be traced to a number of factors, including better marketing from operators and distributors; more exposure to main event fighters through cable and online outlets; and a better viewing experience through the advent of HDTV and digital sound.
But the greatest catalyst for PPV's success is also the most elementary: distributors are giving viewers events they want to see, particularly on the boxing front.
Nothing draws viewers and their money to PPV quite like a marquee prize fight. The 2.4 million buys the De la Hoya-Mayweather fight drew showed that there's still some revenue magic in the genre - so much so that other entertainment genres are being lured into the ring.
Just last week, In Demand declared it's teamed with the Metropolitan Opera to deliver eight performances from the renowned opera house on an on-demand transactional basis beginning in January.
The PPV industry hasn't seen such highbrow programming since Luciano Pavarotti belted out some tunes during the Met's 25th anniversary PPV special in 1991.
And HBO will offer at least two auto-racing PPV events in 2008.
And of course, the three ring sports will continue to aggressively punch, grapple and slam their way into viewers' homes via PPV in 2008.
So with Christmas a few weeks away, the industry has already received an unexpected gift from an old friend - one operators hope will keep on giving well into the new year.
